In 2014, Blumenfield authored a measure instructing the City to authorize three Property Assessed Clean Energy (PACE) providers to provide easy access to financing for energy efficiency projects, renewable energy installations, and water conservation. This financing opened up funding opportunities for property owners to get energy efficient appliances, house appliances, and other vital projects that many property owners could not traditionally afford. PACE financing gives property owners access to long-term financing that they can pay back through property taxes.
As an Assemblymember, Blumenfield championed the PACE program as an innovative financing mechanism for critical energy and water upgrades. As a Councilmember, he made sure the City was taking advantage of those programs, and also utilized them to finance earthquake retrofits for soft-first story buildings to help property owners absorb costs and make their buildings safer.
