In 2017, Councilmember Blumenfield was proud to push for a variance that allowed Rockin' Rescue in Woodland Hills to stay open, save lives and ensure that it will continue to thrive in the West Valley. Without Blumenfield's actions, Rockin' Rescue was slated to close due to a City ordinance that prohibited animal rescues from being located on commercial corridors.
To fix the corridor restriction problem throughout the City, the City Council passed Blumenfield's measure allowing all other rescue shelters to have the opportunity to open in commercial zones. Additionally, his measure contained certain protections for neighboring businesses and homeowners. These protections served as a way to deal with animals' needed outside space as well as odor, noise, hygiene and overall welfare standards.
